Active Role of SCI in the success of HPMP in Indonesia

HCFCs are subject to phase-out in many countries that have agreed to the Montreal Protocol or in Indonesia via three regulations issued by our Industry and Trade Ministry, i.e.  Regulation of the Minister of Trade No. 3 / M-DAG / PER / 1/2012 on Provisions Import of Ozone Depletion Substance (ODS); Regulation of the Minister of Industry Number: 41 / M-Ind / PER / 5/2014 on the Prohibition of Use of HCFCs; and Regulation of the Minister for Industry and Trade No. 55 / M-DAG / PER / 9/2014 on Import of Cooling Based Goods.

Until now, Indonesia has managed to eliminate the use of ODS types Clorofluorocarbon (CFCs), Halon, Carbontetrachloride, methyl chloroform and methyl bromide (for non quarantine and pre-shipment). For industrial companies that violate the provisions, shall be subject to administrative sanction of revocation Industrial Business License (IUI) or industrial registry number (TDI). Target date for phase out of HCFCs in Indonesia was set that started from  Jan 1, 2015 all manufacturer and assembly of refrigeration and air-conditioning that using HCFC-22 and HCFC-141B as a blowing agent for foam insulation in refrigeration equipment, and manufacturing products of domestic refrigeration, freezer, thermoware, refrigerated trucks, and integral skin has been completed to transfer technology from the use of HCFC to non-HCFC to achieve a reduction in consumption of HCFCs.

This current HCFC phase out differs from the CFC-11 one that has been successfully transferred around a decade ago because of the fact that there is not just one replacement as it was the case with HCFC-141b (and with HC for large enterprises) in the past CFC-11 elimination. Now we have several options, each one with their pros and cons, with different relative performances in the diverse foam applications.

Having in mind the above points it is critical for the local system houses to improve their capacity to formulate with the different options, from hydrocarbons, methyl formate, even methylal, to all water blown and HFO based systems. This capacity of formulation development is critical for the system house to be able to meet the diverse end use requirements. As the largest local system house in Indonesia, PT. Sutindo Chemical Indonesia (SCI) was proudly appointed as partners with government in the success of stage one activities which sponsored by World Bank through HPMP (HCFC-141b Phaseout Management Plan). We have successfully developed some products using HFC-245fa, an environmental friendly blowing agent produced by Honeywell that has many advantages such as zero Ozone Depleting Potential, non-flammable, non VOC substance, conventional equipment; please refer to the following table to see the physical comparison between HCFC-141b and HFC-245fa. Two products have been successfully tested for integral skin applications to our customer, i.e. Rizata Widjaya that represent Medium Enterprises and Linda Deluxe that represent Small Enterprises, which both small and medium enterprises have been subjected to change their usage of blowing agent. Furthermore, PT. SCI has formed an exclusive partnership with Honeywell regarding the agency's 245fa so that supply is assured for our domestic market. In the near upcoming event, PT. SCI collaborate with Ministry of Environment of Republic Indonesia will organize a one day workshop to introduce our products uisng this new technology that fully supported by Honeywell to give complete description to all small and medium enterprises whom subjected to the phase-out regulations.
